Shipping Rates are Too High with Google Checkout

Symptoms
Customers who try to purchase through Google Checkout receive shipping rates higher than those checking out directly through the site.

Cause
This can be caused by the GoogleCheckout.DefaultShippingMarkup AppConfig being improperly set.

Solution
Set GoogleCheckout.DefaultShippingMarkup to 1.0
