Preventing Customers from Registering from Certain States/Countries

Many sites do not wish to (or are legally unable to) ship orders to other countries. The best way to handle this is to prevent customers from ever registering addresses in those areas that you do not want to ship to. To do this, go to Configuration → Taxes → Edit Countries and/or Configuration → Taxes → Edit States/Provinces in the admin menu and delete the areas you don't want to ship to. Regions removed from these pages will not show up in the dropdowns for country/state when customers register.
