Error calling CyberSource gateway - the type initializer for CyberSource.Clients.SoapClient threw an exception

Symptoms
When using the Cybersource gateway, customers receive this error after entering their payment info and clicking Place Order.

Cause
The web server does not have the Microsoft WSE 3.0 addon installed.

Solution
Install the MS WSE 3.0 addon on the server.  That is a free download from http://www.microsoft.com/downloads/details.aspx?familyid=018A09FD-3A74-43C5-8EC1-8D789091255D&displaylang=en
